Balrog:  "So little girl... you've come all this way?"

Cammy:  !!
Balrog:  "Ha ha ha ha...."

Cammy:  "Whoa!!   He's pretty!!"
Cammy:  "You must be my brother!!!"

DOKAN  (the sound of Balrog's face being smashed!)
Cammy:  "So you don't forget, I'll write down that you're my brother."

(writes "Cammy's brother" on his stomach)

Balrog:  "......" (i.e.  no comment)

Since Cammy has no memory, she's always looking for some clues.  But since she doesn't seem to fit into the world, and since she's a little nuts, she's trying to change the world to fit her.  Here, Cammy tries to give Balrog amnesia, and then make him believe that they're bro and sis.
